Richard Carrillo was born and raised in Belen, New Mexico to Ermilo and Marcella Carrillo.  He is the second of three boys, and his father worked as an Engineer for the Santa Fe Railroad while his mother was a stay at home mom.

His mother was also his first role model in community engagement and activism.  She was an advocate for education and safety in their hometown. Richard kept very busy with his duties at home from his household chores to looking after the animals on their small farm.  However, this did not deter Richard from following in his mother's footsteps and becoming actively involved with his community through the Boy Scouts of America.

At the age of 15, Richard’s began his first paid job by emptying trash cans and sweeping the front steps of a convenience store every morning before school.  After school he would return to restock shelves, showing him in a very real way the value of a dollar.  As the years progressed through high school, so did Richard. He took a position at the local hamburger establishment in New Mexico as a fry-cook, and in a short time he was the acting manager during management’s absence teaching him responsibility.  Even with the demands of going to high school, home responsibilties and work, Richard still found time to pursue his passion of working with anything mechanical.  In his spare time, Richard worked on go-carts, mini-bikes, motorcycles and cars.  This led to his decision to pursue a career in Air Conditioning and Refrigeration.

No stranger to working hard, learning and earning a living he paid his way through trade school at the Universal Technical Institute, while working full time at Sears as a mechanic. After graduating from trade school in Phoenix, Arizona, Richard made his way to Las Vegas in 1987 with everything he owned in the back of his 1973 Chevrolet Blazer to begin a new career.  Still today, Richard is still working in the Air Conditioning and Refrigeration trade, is a proud member of Plumbers, Pipefitters, and Service Technicians Local 525, and is a licensed contractor in the State of Nevada since 1997.

Richard volunteers through his Union’s Local Community Action program helping seniors that are on fixed incomes with their Air Conditioning and heating problems. "Too often our seniors in our community go with out because of their limited resources.  Sometimes you just need a little help."

Richard is a natural in helping his neighbors, reaching out to new neighbors as they moved into his community. This inspired him to become a board member of his HOA and later becoming the President. Richard’s exemplary work ethics were recognized by the county commission and was appointed to the Whitney Town Advisory Board.  

All of this experience and passion combined led Richard to decide to run for Assembly District 18 in 2010.  Since he began serve in 2011, Richard has fully realized how much his community in East Las Vegas and the bigger community of Nevada means to him.  During the 2013 session, Richard was named as Chair of the Assembly Committee on Transportation and also served on the Committee of Natural Resources, Agriculture & Mining and Committee on Judiciary.  During sessions, Richard consistently reaches out to his constituents to get their feedback on the issues. He is never absent from his District and believes that first and foremost, he works for the people and wants to be available to them when they have concerns.
